The American Recovery & Reinvestment Act [ARRA]

The American Recovery & Reinvestment Act [ARRA] was signed into law on February 17, 2009 by President Barack Obama. The purpose of this act is to:

  1. Preserve and create jobs and promote economic recovery.
  2. Assist those most impacted by the recession.
  3. Provide investments needed to increase economic efficiency by spurring technological advances in science and health.
  4. Invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits.
  5. Stabilize state and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases.

Transparency & Accountability

In accordance with the American Recovery & Reinvestment Act, this website was created to foster greater accountability and transparency in the use of ARRA funds. The goal of this website is to be used by citizens as a gateway to key information relating to the ARRA funds received by the City of Farmington.

The funds received provide opportunities to the City of Farmington to improve our bus system and existing infrastructure. In addition, police operations have been enhanced in both Farmington and San Juan County and energy efficiency in municipal infrastructure has been increased as a result of ARRA funding.

It is important to note that well-defined guidelines exist with the use of these funds. Tight internal controls have been developed by the City of Farmington to ensure these guidelines are strictly followed and funds are spent for the intended purpose of the funding agency reducing, or even eliminating, the possibility of fraud or misuse of funds. Stringent reporting requirements by each federal funding agency promote the accountability to the taxpayer making information, such as jobs created or retained and the amount of funding infused into the local economy, readily available.
