INSTRUCTIONS TO BIDDERS & SPECIFICATIONS
1. SCOPE OF WORK
1.1 The City of Farmington (City) is requesting bids from qualified firms (Bidders) to furnish new station uniforms for the Farmington Fire Department as listed in the specifications of this bid.
1.2 Brand Name Specification, Sections 7 and 8 below. Pursuant to §13-1-165, Brand-name specification; use, the central purchasing department has made a determination that only the brand-name item identified in the bid schedule will satisfy the needs of the City. This determination has become part of this procurement file.
1.3 Standardization: These specifications are based upon testing, design and performance criteria which have been developed by the City of Farmington as a result of extensive research and careful analysis. Subsequently, standardization on this name brand reflects the only type of uniforms that are acceptable at this time.
1.4 If any bidder is of the opinion that the specifications as written preclude him/her from submitting a proposal that will adequately satisfy the needs to the City, it is requested that his/her opinion be made known to the City’s Purchasing Officer in writing AT LEAST SEVEN (7) BUSINESS DAYS PRIOR to the bid opening date.
2. ESTIMATED QUANTITIES
2.1 The quantities specified in this solicitation are estimates only. The City does not guarantee a minimum amount to be purchased during the term of the contract. Quantities are estimated only and the City reserves the right to order more or less than the quantities listed on an as needed basis.
3.1 The term of the Agreement shall be in effect for one (1) year, subject to earlier termination pursuant to these Bid Specifications and the City of Farmington’s General Terms and Conditions.
3.2 The Agreement shall renew automatically, subject to the appropriation of funds by City Council, from year to year for three (3) additional consecutive one-year periods unless notice is given by either party to the other by U.S. Certified Mail of its intent not to renew.
3.3 A purchase order contract will be entered into between the City and the successful Bidder(s).
