Description:

Through this Request for Qualification-based Proposal (RFQP), the City of Farmington (City) seeks proposals for selecting and retaining a principal contractor (Offeror) to provide Electrical and Civil Engineering services for substation(s), switching station(s) and transmission line(s) for the Farmington Electric Utility System (FEUS). Services shall include Engineering, architectural, design, and planning services for projects listed below. Projects will include new stations; others are re-builds, upgrades, and/or retrofits.

Below is a list of potential projects in order of priority to be funded throughout the duration of the Agreement:

 

     Aztec Substation 

Tentative Projected Design Completion Date: October 27, 2014

Estimated Project Cost: $1.1 million

 

    Twin Peaks Switching Station

Tentative Projected Design Completion Date: February 23, 2015

Estimated Project Cost: $2.5 million

 

   Cottonwood Substation 

Tentative Projected Design Completion Date: June 30, 2015

Estimated Project Cost: $3.0 million

 

   Knickerbocker Project Overview and Estimates 

     Phase 1. Knickerbocker Substation and 69kV T-Line: This will be a 115kV ring bus to a 69kV ring bus. Both rings will be three breaker rings with provisions to add a fourth breaker. The transformer will be a 115/69kV 30/40/50MVA transformer. The transmission line will be approximately 1.5 miles long, will be built with an existing 13.8kV distribution line in place, and will terminate at the Ancient Trails substation.

      Phase 2. Ancient Trails Substation will be a four breaker 69kV ring bus serving two transmission lines and two distribution substations. The ring bus and one 12/16/20MVA substation will be owned and operated by FEUS. The second 12/16/20MVA substation will be owned and operated by the City of Aztec, New Mexico, but metered by FEUS.

      Phase 3. Speedway Switching Station will be a five breaker 69kV ring bus serving five transmission lines: One from the proposed Ancient Trails Sub, one from the existing Bloomfield Sub, one to serve the proposed FEUS owned Aztec Sub (See Project a above) and two to serve the existing City of Aztec owned Aztec Sub.

      Phase 4. The 69kV T-Line between the proposed Speedway Switching Station and the proposed Ancient Trails Substation will be approximately four miles long. About 1.5 miles of it will be built with an existing 13.8kV distribution line in place. The rest will follow a proposed highway right of way.

      Phase 5. The 69kV T-Line between the proposed Speedway Switching Station to the existing City of Aztec owned Aztec Substation is about 1.5 miles long and will rebuild an existing 69kV line to a double circuit, both of which will terminate in each substation.

    Required estimates are due: July 27, 2015

    Tentative Full scale designs projected to be completed by July 30, 2016

    Animas Switching Station Refurbishment 

Tentative Projected Design Completion Date: April 30, 2015

Estimated Project Cost: $3.0 million

 

The City may change priority of the project, add projects, or eliminate projects from the list. Deadlines may also be moved. These decisions, if made, will be in the best interest of the City and allow the Awarded Offeror adequate time to accommodate the change.
