Authorizing the issuance of the City of Farmington Sales Tax Revenue Improvement and Refunding Bonds, Series 2012, in an aggregate principal amount not exceeding $13,250,000 for the purpose of defraying (1) the cost of refunding, paying, discharging and liquidating the City of Farmington Sales Tax Revenue Improvement and Refunding Bonds, Series 2001 and (2) the cost of a storm sewer and drainage project, an animal shelter project, civic center project, fire station and fire department administration building project and Farmington museum project; providing for the payment, liquidation and discharge of such outstanding 2001 bonds, and the redemption of such refunded 2001 bonds; providing that the bonds will be payable and collectible from and secured by a pledge of the gross receipts tax distributed to the City pursuant to Section 7-1-6.4, NMSA 1978; providing for the disposition of the receipts derived from said tax proceeds; prescribing other details concerning said bonds and said tax proceeds, including but not limited to covenants and agreements in connection therewith and the form, terms, conditions, and manner of execution of said bonds; ratifying action previously taken in connection therewith; repealing all ordinances in conflict herewith; and declaring an emergency
