City Councilor Jeanine Bingham-Kelly 
Councilor Jeanine Bingham-Kelly, a dedicated community leader and advocate, was born and raised in Farmington and has a deep-rooted commitment to its growth and prosperity.
Councilor Bingham-Kelly’s educational journey culminated in a Bachelor of Business Administration in Finance and Economics, with a minor in Government, from New Mexico State University. Her academic foundation paved the way for a successful career in financial services. Since 2008, she's played a pivotal role at Morgan Stanley, accumulating over two decades of expertise in the industry.
Councilor Bingham-Kelly’s passion for community service led her to run for Farmington City Council in 2018, where she has tirelessly worked to make the city a better place for all. With her extensive financial background and deep love for the community, she's committed to driving economic development, enhancing the quality of life, and ensuring a prosperous future for every resident.
In addition to serving as Farmington City Councilor for District 3, Jeanine gives of her time on various boards and civic organizations, including the Greenlawn Cemetery Board (since 2018), the Scout Committee, which she’s chaired since 2017, and the San Juan Rotary which she’s been a member of since 2017 and served as president for the 2022/2023 fiscal year. She’s also a volunteer at her church, a 2018 graduate of Leadership San Juan, and a 2021 Leadership New Mexico Local Government Leadership Program graduate. In 2019, she completed the Municipal Officials Leadership Institution Certificate Program earning the honorable designation of Certified Municipal Official.
Despite her busy schedule, you’ll see Councilor Bingham-Kelly at numerous community events where she engages with constituents and actively listens to their concerns, demonstrating her dedication to serving the needs of the community. Her ability to balance her demanding responsibilities with her genuine interactions within the community showcases her remarkable leadership skills and a true passion for public service.
Beyond her professional accomplishments and role as a public servant, Councilor Bingham-Kelly is a dedicated wife, mother, and grandmother. For 27 years, she's shared her life with her husband, Kenneth. They're parents to two wonderful children and grandparents to three precious grandchildren. Family remains central to Jeanine's values, which she extends to her large, loving extended family.
